Call for contributors: Placement Rules in SQL

Hello! I have been working on some changes to the Placement Rules in SQL proposal @ https://github.com/pingcap/tidb/pull/26221 – and the proposal is getting closer to ready.

I am looking for community contributors who would like to work on the implementation with me. If you are interested, please check out the list of sub-tasks.
