Announcing upgrade to Go 1.20

Hi developers! On behalf of our infra team, I’m hereby announcing the upgrade to Go 1.20 among these Golang projects is happening.

• [DONE] pingcap/tidb
• [DONE] tikv/pd
• [DONE] pingcap/tiflow
• [DONE] pingcap/tidb-tools
• [DONE] pingcap/tidb-binlog
• [DONE] pingcap/ng-monitoring

Pipeline modification is planned to be done by the end of Feb 24th, 2023. And later go.mod file of these projects will be updated so that we upgrade to Go 1.20 totally.
